  光伏发电国家政策补贴2021年,6月11日,国家发改委发布《关于2021年新能源上网电价政策有关事项的通知》,与行业预期相比,政策言简意赅,对光伏等新能源的支持导向更趋明显。果然,文字越少事越大,仅仅四条政策就有三大重要利好:
 
  一重利好,明确2021年新备案的集中式和工商业分布式光伏项目上网电价执行当地燃煤发电基准价。此前,行业普遍预期2021年新能源项目在平价上网条件下,还将延续通过竞争性方式形成上网电价。《通知》明确新能源项目直接执行燃煤发电基准价,体现了国家对支持新能源加快发展的高度重视。
 
  二重利好,强调新建项目可自愿参与市场化交易形成上网电价。而且这个上网电价是为了更好的体现绿色电力价值,这意味着光伏等新能源市场化交易价格有可能要比燃煤基准价高,与市场化交易会拉低电价的此前行业预期明显不同。
 
  第三重利好,对于目前成本仍较高、但未来又具备发展空间的海上风电和光热发电项目,将定价权下放到省级价格主管部门。条件比较好的地方(如广东、江苏、福建等海上风电资源较好省份)可以出台地方性支持政策,既不增加国家补贴,又推动相关行业的发展。
 
  此外,国家能源局在《关于2021年风电、光伏发电开发建设有关事项的通知》中已确定2021年户用光伏5亿元补贴额度,预计补贴标准约每千瓦时3分钱,户用光伏仍将保持较快增长。
 
  总体看,这份电价政策,充分考虑了行业诉求和意见,甚至超过预期,充分体现了国家发改委贯彻落实党中央决策部署,积极推动光伏等新能源高质量发展的决心。政策的出台再次显示了在习近平总书记提出“2030年前碳达峰,2060年前碳中和”目标之后,光伏、风电等新能源发展政策环境将持续向好。这份价格政策,确是又一项实证。

  各省、自治区、直辖市发展改革委,国家电网有限公司、南方电网有限责任公司、内蒙古电力(集团)有限责任公司:
 
  为贯彻落实党中央、国务院决策部署,充分发挥电价信号作用,合理引导投资、促进资源高效利用,推动光伏发电、风电等新能源产业高质量发展,经商国家能源局,现就2021年光伏发电、风电等新能源上网电价政策有关事项通知如下:
 
  一、2021年起,对新备案集中式光伏电站、工商业分布式光伏项目和新核准陆上风电项目(以下简称“新建项目”),中央财政不再补贴,实行平价上网。
 
  二、2021年新建项目上网电价,按当地燃煤发电基准价执行;新建项目可自愿通过参与市场化交易形成上网电价,以更好体现光伏发电、风电的绿色电力价值。
 
  三、2021年起,新核准(备案)海上风电项目、光热发电项目上网电价由当地省级价格主管部门制定,具备条件的可通过竞争性配置方式形成,上网电价高于当地燃煤发电基准价的,基准价以内的部分由电网企业结算。
 
  四、鼓励各地出台针对性扶持政策,支持光伏发电、陆上风电、海上风电、光热发电等新能源产业持续健康发展。

  本通知自2021年8月1日起执行。

Third, pricing power will be delegated to provincial pricing authorities for offshore wind and solar-thermal power projects that still have high costs but have room for development in the future. Places with better conditions (such as Guangdong, Jiangsu, Fujian and other provinces with better offshore wind power resources) can introduce local support policies to promote the development of related industries without increasing state subsidies.
 
In addition, the National Energy Administration in the "Notice on 2021 Wind power, photovoltaic power Development and Construction of relevant matters" has determined the 2021 household photovoltaic subsidy quota of 500 million yuan, the subsidy standard is expected to be about 3 cents per KWH, household photovoltaic will still maintain rapid growth.
 
Overall, this price policy has fully considered the demands and opinions of the industry, and even exceeded expectations. It fully reflects the determination of the National Development and Reform Commission to implement the decisions and deployment of the CPC Central Committee and actively promote the high-quality development of photovoltaic and other new energy. The introduction of the policy once again shows that after General Secretary Xi Jinping put forward the goal of "carbon peak by 2030, carbon neutral by 2060", the policy environment of photovoltaic, wind power and other new energy development will continue to improve.This price policy is indeed another demonstration.

For the implementation of the CPC Central Committee and the State Council decision deployment, fully give play to the role of electricity price signal, guide rational investment, promote efficient utilization of resources, to promote high quality photovoltaic power generation, wind power and other new energy industry development, the National Energy Administration in business, now 2021, photovoltaic power generation, wind power and other new energy feed-in tariff policy matters related to notice the following:
 
1. Starting from 2021, for newly registered centralized photovoltaic power stations, industrial and commercial distributed photovoltaic projects and newly approved onshore wind power projects (hereinafter referred to as "new projects"), the central government will no longer provide subsidies and implement affordable Internet access.
 
Ii. The on-grid price of new projects in 2021 shall be based on the local benchmark price of coal-fired power generation;New projects can voluntarily participate in market transactions to form the feed-in price, so as to better reflect the green power value of photovoltaic and wind power generation.
 
Iii. Starting from 2021, the on-grid price for new approved (archival) offshore wind power projects and solar-thermal power generation projects will be set by local provincial price authorities, and can be set through competitive allocation if conditions permit. If the on-grid price is higher than the local benchmark price for coal-fired power generation, the part within the benchmark price will be settled by power grid enterprises.
 
4. Encourage local governments to introduce targeted support policies to support the sustainable and healthy development of new energy industries such as photovoltaic power generation, onshore wind power, offshore wind power and solar thermal power generation.
